Gallagher Developments and Gleeson Land have been progressing proposals for development at the Land adjacent to London Road and Pewsham Way in Chippenham. This site was proposed as part of a wider allocation in the recently withdrawn Wiltshire Local Plan Review.

The masterplan is expected to offer around 1,200 new homes, land for a primary school, a local centre, open space and play areas.

The site lies in a sustainable location to the south east of Chippenham, immediately south of the A4 Pewsham Way and London Road.

Planning Context

Local Plan and Site Planning Policy

The Wiltshire Core Strategy was adopted in 2015 and was intended to guide development up to 2026. As it has now passed the end of its plan period, its policies are increasingly out of date and carry limited weight in the determination of planning applications.

The emerging Wiltshire Local Plan 2020–2038 was submitted to the Planning Inspectorate for Examination in November 2024. It set out a spatial strategy for future growth across Wiltshire, including the provision for approximately 6,000 new homes in and around Chippenham.

The plan included Policy 7: Land South of Chippenham and East Showell Farm, which proposed the allocation of land at South Chippenham for a mixed-use development comprising around 2,500 new homes.

However, following further exchanges between the Council and the Inspectors, the draft Local Plan was formally withdrawn by the Council at its Full Council meeting on 19 May 2026. For the avoidance of doubt, the withdrawal of the draft Local Plan was not attributable to any specific concerns relating to Policy 7. Rather, it reflected wider issues regarding the overall soundness and deliverability of the Plan as a whole.
